Stipends 9.1.7 The District and the Association are dedicated to a goal of providing valuable training to employees for the benefit of the employee and the District. Employees who complete training will receive stipends. Maximum annual stipend amount is six hundred dollars ($600) per year. 9.1.7.1 Stipends are paid based on hours, clock hours or credits earned during the current school year. Employee will receive five dollars ($5.00) per hour of class. One (1) quarter credit equals ten (10) hours of class, and one (1) semester credit equals fifteen (15) hours of class. 9.1.7.2 Process: Submit the “ESPCP Stipend” form (Appendix 6) with verification of completion of the hours. Forms of verification may include, but are not limited to, certificates of completion, Washington State clock hour forms, and transcripts.Other forms of verification may be acceptable. Contact Human Resources if verification is not readily available. Payment will be made the month following receipt of coursework documentation. Training completed during a fiscal year (between September 1st and August 31st) must be turned in by August 31st to kick start the annual stipend for the following fiscal year. Employees will have until September 30th of the year to turn in the “ESPCP Stipend” form from the prior school year. The employee will be paid for the training and the annual stipend will then start the next fiscal year. 9.1.7.3 Example: Coursework completed August 15, 2015. Paperwork turned in by August 31st, paid in that year and annual stipend begins August 31, 2016. If paperwork is turned in between September 1 and 30, 2015, hours will be paid in the following month (October 2015). The annual stipend payment will begin August 31, 2017. Paperwork from the prior school year turned in October 1 and beyond for any course completed during the 2014-15 school year will not be accepted for any payment. 9.1.7.4 Once an employee earns a stipend, that stipend will continue on an annual basis, to be paid in August of each year, based on the amount earned during the prior school year. The amount will continue to grow as the employee continues to earn hours, up to six hundred dollars ($600) per year. If an employee has worked the full school year and chooses to resign, they will receive their stipend in August. 9.1.7.5 Training must occur outside the workday/work year and not be required for the job. All online and classroom based training must be completed through one or more of the following options:

ESPCP….MORE THAN A UNION
Your ESPCP local union provides advocacy, bargaining, and other union support to about 600 secretaries, para-professionals, para-educators, bus drivers, mechanics, food service workers, licensed practical nurses, professional technical staff, and other classifications.
In the late 1980s, there was no representation for the classified staff in the Clover Park School District. Secretaries were mandated to work on school and sport nights. This was non-paid obligation. Classified employees had not had step increases for several years. Secretaries and paraeducators joined forces and created CPACE (Clover Park Association of Classified Employees). Today, we work alongside fellow union members that voted to create our union. Our union is affiliated with the state agency of Washington Education Association (WEA) and the country level of National Education Association (NEA). WEA provides satellite offices (ours is Soundview UniServ Council) which make access to union rep and support staff more accessible.
Affiliations of ESPCP are the Pierce County Central Labor Council (PCCLC), Washington Education Association, and National Education Association. Being affiliated with PCCLC has provided more access to resources for our members and connections within our community.
